Building indemnity insurance

Under the Planning, Development and Infrastructure (General) Regulations 2017, anyone applying for building consent for domestic building work must provide BII certificates with their application when:

  • a domestic building works contract is in place at the time of application, or
  • the work is being undertaken by a building work contractor on their own behalf.

Otherwise, BII certificates must be provided to the relevant authority (council or private certifier) before notifying the commencement of building work.

For applications submitted on or after 16 August 2026, the new building indemnity insurance functionality applies. Follow the instructions below to maintain and manage BII records throughout the assessment process and prior to submitting the commencement of building work notification.

For applications where building indemnity insurance was added before 16 August 2026, follow the instructions below to manage existing insurance details. Pre-16 August 2026 BII records use the previous insurance functionality and may display different options to newer BII records.
