Seek approval to initiate a code amendment

How to submit

Proposals for code amendments are lodged through the Code Amendment Tracking System (CATS) for approval to initiate from the Minister for Planning.

Through the CATS, a proponent will manage, respond and track the progress of the code amendment.

Code Amendment Tracking System

You will need to create an online account if you do not already have an account.

If you already have an account, you can submit a proposal to initiate through the CATS.

  • You will be directed to login through the Development Application Processing (DAP) platform.
  • Once logged in, click on the 9-Dot Menu and select Code Amendment System.
  • Click submit new code amendment.

What to submit

When the proposal to initiate documentation is completed and endorsed by the proponent it should be submitted directly through the CATS and include the following files (PDF format):

  • Signed proposal to initiate document - to be provided in accordance with Practice Direction 2 - Preparation and Amendment of Designated Instruments.
  • Instructions for the publication on the PlanSA Code Amendment Register – provide a plain English summary of the proposed amendment and where possible indicative timeframes for the commencement of public consultation.
  • Declaration and evidence of the interest in the land (private proponent only).
  • Special listing requirements such as heritage datasheets or significant tree report (if relevant to the proposal).
