Inner West Code Amendment enters public consultation

Published Sunday, 1 November 2026

Residents, businesses and stakeholders are invited to have their say on proposed planning changes that would support additional housing and mixed-use development in parts of Adelaide's inner west.

The draft Inner West Code Amendment, now open for public consultation, proposes changes to planning policies in parts of Hindmarsh, Thebarton, Southwark Grounds, Henley Beach Road, Marion Road and Brooker Terrace.

The proposed changes include rezoning parts of Hindmarsh and Thebarton to support medium to high-density mixed-use development, introducing affordable housing requirements in selected areas, updating building height policies and off-street parking requirements for the Southwark Grounds precinct.

The proposal aligns with the Greater Adelaide Regional Plan, which identifies the Hindmarsh and Thebarton precinct as a state significant infill area capable of accommodating additional housing in a well-connected location close to employment, public transport, education and recreational facilities.

The draft Code Amendment also proposes to correct a previous zoning error within sections of Henley Beach Road, Marion Road and Brooker Terrace by reducing maximum building heights from four levels to three levels, consistent with the former Development Plan policy intent.

The proposal includes applying the Affordable Housing Overlay to land proposed for rezoning, which seeks 15 per cent affordable housing in developments proposing 20 or more dwellings or residential allotments.

Consultation opens: Sunday 1 November 2026
Closes: 11:59 pm Monday 1 February 2027

Community members, businesses, industry stakeholders and government agencies are encouraged to review the draft Code Amendment and provide feedback during the consultation period.
