The Chief Executives requirements form part of a ‘two-pronged’ test set out in section 152 of the Planning, Development and Infrastructure Act 2016. This requires a council or building certifier to be satisfied that a Class 1a building is both suitable for occupation and satisfies the Chief Executive’s Statement of Building Occupancy Requirements for Class 1a prior to a Certificate of Occupancy being issued.
