HPS Transport is proposing to rezone land at 28-58 Mumford Road, Waterloo Corner to accommodate a new, purpose-built transport distribution facility for HPS Transport. Their core service is the transportation and distribution of perishable and temperature sensitive goods including fruit, vegetables, meats, seafood, dairy, wine, frozen goods etc. A large proportion of their client base is located within the northern suburbs, including many vegetable market gardeners.

The affected area is approximately 27.4 hectares of land that is currently Rural Zone and bound by Mumford Road and Greyhound Road.

The affected area is strategically located on a major transport route between Gepps Cross and the Adelaide Plains, with Port Wakefield Road functioning as a major thoroughfare with connections to Adelaide, Barossa, Yorke Peninsula and Adelaide Plains. The area is transitioning into a northern employment hub with other nearby Strategic Employment Zones already accommodating such uses and evidence of such employment activities expanding into the land which has been divided off from northern areas of primary production and rural horticulture following construction of the Northern Expressway.
