As owners of the land, Harmony Forestville Pty Ltd are proposing to rezone the Affected Area to the Urban Neighbourhood Zone, which envisages a mixed use area that provides a flexible policy framework for the redevelopment of urban areas in close proximity to high frequency public transport corridors. The proposed Urban Neighbourhood Zone includes a maximum building height of 5 levels and 18.5 metres, along with interface height provisions to manage building envelopes where it interfaces with neighbouring residential development.
The Affected Area has been used for commercial purposes since at least the 1920’s. In the mid-1960’s the bakery operations expanded across the entire land parcel identified as the ‘Affected Area’. The Affected Area has continued to be used for the commercial production of baked goods since this time. The scale of operations undertaken on the land have, for some time, expanded to a point that has outgrown the land area available and the capacity of the surrounding public infrastructure.
The Affected Area presents a highly industrial appearance to all street frontages. The incompatibility of the existing industrial commercial bakery use within an established residential area is well recognised.
The Affected Area offers many strategic locational benefits including being within walking distance of large public open space areas and multiple high-frequency public transport options, including those along Anzac Highway, the tramline network and the Flinders and Seaford Railway Lines.
This Code Amendment is now seeking to amend the planning policies to encourage sensitive, medium-density residential infill development to make better use of the site’s proximity to established services and transport corridors as sought within the South Australian State Planning Policies and the 30-Year Plan for Greater Adelaide.
It is noted that irrespective of the outcome of the current Code Amendment, Goodman Fielder will continue their operations through an existing lease agreement in place over the short-medium term.
