Overview

This Code Amendment proposes changes to planning policy for land at 111 West Lakes Boulevard, West Lakes (the Affected Area). The Affected Area primarily contains the existing Westfield West Lakes shopping centre and its surrounding car parking areas.

The Code Amendment will enable the site to be redeveloped as a mixed-use precinct that integrates apartment living with the continued operation of the existing shopping centre. Specifically, it proposes to increase maximum building heights within the Affected Area to support medium and higher density housing. The proposed changes seek to:

  • Amplify West Lakes Shopping Centre as a key mixed use activity centre in Metropolitan Adelaide, supporting the growth associated with the AUKUS program.

  • Reinforce the existing centre by attracting investment, jobs, increased foot traffic, and vibrancy.

  • Support new housing, to suit a variety of lifestyles, close to services, retail, open space and existing infrastructure.

  • Better utilise existing at-grade car parking for mixed-use development.

  • Establish a new coastal village with a vibrant lifestyle.

  • Harness views toward the lake, coast, hills and adjacent golf course.

The Code Amendment aligns with the ‘Greater Adelaide Regional Plan’, which identifies the site as a State Significant Infill Area and Major Activity Centre, suitable for higher density development close to jobs, transport and services.

A master plan and further technical investigations will be prepared as the Code Amendment progresses. These investigations will guide building heights, design outcomes, infrastructure requirements and integration with surrounding areas. The findings will form the basis of a new Concept Plan to be included in the Planning and Design Code.
