Overview

The Chief Executive of the Department for Housing and Urban Development proposed to rezone land at Smithfield in the City of Playford council area.

The Smithfield Regeneration Code Amendment aims to provide much needed housing in this prime location between the existing railway line and shopping centre and introduces planning rules that encourage future development to include medium to high density housing across the affected area.

This includes medium density housing such as town houses, row houses and semi and detached houses, and high-density housing like apartments and units.

Key changes proposed in the draft code amendment were:

  • rezoning Renewal SA’s former Smithfield barracks site to ‘Urban Neighbourhood Zone’ to enable medium to high density development

  • rezoning the existing residential areas to the north and south of the Renewal SA site to ‘Housing Diversity Neighbourhood Zone’, allowing buildings up to 4 levels

  • rezoning Smithfield Memorial Gardens and Oval precinct to ‘Recreation Zone’, to protect this important community recreation area

  • applying a maximum building height of 15 levels on the Renewal SA site, to provide flexibility in how the anticipated number of homes can be achieved

  • applying a new concept plan over the affected area to provide high-level guidance for future development.

Outcomes

The Smithfield Regeneration Code Amendment has been finalised and adopted by the Minister for Planning.

A number of changes were made to the code amendment following consultation, including:

  • applying a maximum building height of 15 storeys across the Renewal SA site and the ‘Urban Activity Centre Zone’, which includes the Munno Para Shopping Centre, Smithfield railway station and bus interchange, and other private and public properties

  • applying a maximum building height of 9 levels across Lot 19 Morialta Drive

  • applying a maximum building height of 6 levels across the existing residential areas to the north and south of the Renewal SA site

  • removing the ‘Significant Retirement Facility and Supported Accommodation Sites Overlay’ from the Renewal SA site

  • updates to the concept plan, such as adding a buffer along the railway line and a turning point on Main North Road, and removing the George McCullum Road/Main North Road intersection upgrade.
