The proposal
The development of a facility to accept predominantly green waste from the northern areas of Adelaide, then treat and recycle these materials in the form of compost.
Background
On 23 May 2002, the Minister for Urban Development and Planning (‘the Minister’) made a declaration in the SA Government Gazette for the proposed Organics Resource Treatment and Recycling Facility at Buckland Park, to be assessed as a Major Development under the provisions of Section 46 of the Development Act 1993.
The detailed proposal:
- Green organics recovery and processing area (composting).
- In-vessel composting and raw material sorting areas.
- New buildings, including a mechanical workshop.
- Security, production and administrative offices.
- Woodlot and landscape screen on perimeter of site.
- Education Centre developed in partnership with NAWMA (Northern Adelaide Waste Management Association).
- Associated works including storage dam, roads and services.
The development would be undertaken in stages over a ten-year period.
Following the exhibition of the PER, the consideration of submissions and the proponent’s Response Document, and the Minister’s Assessment Report, the Governor of South Australia approved the development on 23 May 2003 subject to conditions. The development was then established with a number of subsequent variations relating to both design, processing and operational matters approved.
On 2 April 2019, and amendment to the PER was lodged with the Minister for Planning seeking approval for the construction of a biochar plant. The State Commission Assessment Panel (SCAP) as delegate of the Governor of South Australia, approved the amendment on 17 October 2019.
