Residential land release and rezoning

The South Australian Government is fast tracking what will be the single largest release of residential land in the state’s history – set to deliver at least 23,700 more homes for South Australians.

Work has already started, with rezoning of land at Hackham creating the capacity for at least 2,000 new homes.

In addition, the following sites have been identified for re-zoning for residential use:

  • 10,000 homes at Concordia
  • 10,000 homes at Dry Creek
  • 1,700 homes at Sellicks Beach.

This land release would be more than double the number of allotments released in Mount Barker in 2011 and four times the number of allotments released at Mawson Lakes in the early 2000s.

The additional supply is expected to open the door for more than 50,000 people.

Master planning will take place in consultation with landowners, councils, infrastructure and utility providers, and the community to ensure these growth areas are well serviced with appropriate infrastructure.

Infrastructure planning for the first of these sites will begin this year and at least 15 per cent of the new homes are earmarked for affordable housing. Rezoning will not occur for the remaining land until infrastructure needs are well understood, concept planning is complete and funding has been confirmed.

Concordia, Dry Creek and Sellicks Beach were first identified as housing growth fronts in the 30-Year Plan for Greater Adelaide, published in 2010.

This will build on the existing supply of 139,000 zoned allotments across Greater Adelaide.

This initiative is part of the South Australian Government’s Better Housing Future plan.

Rezoning land across Hackham and Old Noarlunga to allow for residential development has been approved.

The rezoned land will facilitate a new master planned development of up to 2,000 new homes, an activity centre and associated new infrastructure, as well as provide new policy to guide development on sloping land.

The Code Amendment also contains guidelines on the appropriate transition of development to adjacent areas of natural or built form character such as the Onkaparinga River National Park and Old Noarlunga.

Before development can occur, more detailed infrastructure planning will take place in consultation with landowners, the council, infrastructure and utility providers, and the community to ensure the new community is well serviced with appropriate infrastructure.

The South Australian Government has identified land at Concordia, near Gawler, to be rezoned for residential use.

It is anticipated that an additional 10,000 homes could be built in the Concordia growth area over the next 25 years, accommodating about 20-25,000 new residents.

Master planning for the growth area is the first step in delivering more residential land allotments to market and providing more accessible and affordable homes for South Australians.

A master planned community of this size would include town centres, healthcare, education, major open space, public transport, and other infrastructure.

The South Australian government will work with local government, landowners and service providers to identify broad infrastructure needs and rough costs to support growth in the Concordia area, including transport, infrastructure, community services and environmental sustainability.

Once broad-scale requirements and feasible options are identified, community will be invited to have their say as part of the Code Amendment process.

Rezoning will not occur until infrastructure needs are well understood, master planning is completed and funding has been confirmed.
