The Heads of Planning and Heads of Building Reference Groups have been established to:
- provide a forum to assist with the development of planning and building policy
- identify improvements to the planning system
- identify improvements to the regulation of the building industry
Heads of Planning Reference Group
The purpose of the Heads of Planning Reference Group (the HPRG) is to provide advice on policy and system improvements that impact on the planning system to the Planning and Land Use Services (PLUS) Division of the Attorney General’s Department.
The HPRG will seek to achieve the following objectives:
- provide a forum to assist with the development of planning policy
- identification of system improvements for the planning system.
The HPRG will operate consistently with the following principles:
- providing frank and fearless advice
- working with purpose and alignment
- focussing on achieving quality outcomes and the delivery of results.
The membership of the group is diverse to ensure representative feedback and input. Members include planning professionals from metropolitan and regional councils and private sector planning professionals (elected by their peers) as well as representatives from key industry and professional groups.
The group will meet quarterly (or as determined by the Chair).

Heads of Building Reference Group
The purpose of the Heads of Building Reference Group (the HBRG) is to provide advice on strategic road map, building policy changes and regulation to the Planning and Land Use Services (PLUS) Division of the Attorney General’s Department.
The HBRG will seek to achieve the following objectives:
- provide a forum to assist with the development of building policy
- identification of improvements to the regulation of the Building Industry
- identification of system improvements for the planning system.
The HBRG will operate consistently with the following principles:
- providing frank and fearless advice
- working with purpose and alignment
- focussing on achieving quality outcomes and the delivery of results.
The membership of the group is diverse to ensure representative feedback and input. Members include building officers from metropolitan and regional councils and private sector building certifiers as well as representatives from key industry and professional groups.
The group will meet quarterly (or as determined by the Chair).
