PlanSA components

PlanSA's ePlanning platform is made up of different online components:

PlanSA is committed to ensuring its ePlanning system is responsive to the needs of its customers.

To view or to check on the status of a current enhancement project, visit the PlanSA system enhancements.

System updates are made fortnightly. After each update, system enhancements are documented as Release Notes and published on PlanSA.

Requests for system enhancements can be submitted to the PlanSA service desk via PlanSA@sa.gov.au.

Conditions and Notes- PreviewIn the Conditions and Notes tab within the Consent, there is a now link to Preview the Conditions and Notes that displays how they will be formatted and ordered in the Decision Notification Form.
Conditions and Notes – OrderingAssessors now can more easily sort the order of their conditions, notes and reserved matters within the Conditions and Notes tab of the Consent. A new condition, advisory note or reserved matter added will appear at the bottom of the list.
Conditions and Notes – GroupingWithin Your Organisation tab, Organisation Administrators can now to create a group of ‘standard’ conditions, advisory notes, and reserved matters which that can then be selected and applied at the Consent level.
Conditions and Notes – Associate to GroupWithin Your Organisation tab, Organisation Administrators can now associate a standard condition, advisory note, or reserved matter to a group in the Saved Conditions, Notes and Reserved Matters page.
Conditions and Notes – Custom TitlesRelevant Authorities and Referral Bodies can now create a Custom Title for non-standard conditions, advisory notes and reserved matters added during the application consent.
Conditions and Notes – Search Over Organisation ConditionsA new search function allows Organisation Administrators to search conditions, advisory notes, groups, and reserved matters in the associated page under the Your Organisation tab.
Reserved Matters – Create Standard Reserved MattersWithin Your Organisation tab, Organisation Administrators can now create standard reserved matters in the Saved Conditions, Notes and Reserved Matters page which can be selected and applied at the Planning Consent level.
Reserved Matters – Defer to Another StageWhere the Building Consent is staged, the relevant authority for planning consent can now mark the Reserved Matter as “Defer” within the Respond to Reserved Matters page.
Reserved Matters Preamble – Decision Notification FormThe following preamble ‘Pursuant to section 102(3) of the Planning, Development and Infrastructure Act of 2016, the following matter(s) shall be reserved for further assessment prior to the granting of Development Approval’  has been added under Reserved Matters in the Conditions and Notes tab and in the Reserved Matters section of the Decision Notification Form.

Reserved Matters – Resolve Reserved Matter(s) Tasks and Actions

The following functionality improvement have bene made to the Resolve Reserved Matters process:

  • Creation of a task for the applicant to respond to reserved matter(s)
  • Ability for the Relevant Authority for Planning Consent to mark an applicant’s response to a reserved matter as ‘Not Met’, add a comment, and send back to the applicant for further action.

Introduction of notification emails to the applicant and Relevant Authority when a reserved matter(s) has been responded to or has been considered.

Building Notifications – Ability to Add New ContactsRemoved the ‘add new contact’ restriction has been removed, allowing builders or contractors to add a new contact within the Submit a Building Notification form.

Reserved Matters – Event Audit RecordWhere the Development Approval is put ‘on hold’ by the system due to an unresolved reserved matter, the event history now correctly records this as the system user instead of the user who last granted a Consent.
Request for Information – Consent DecisionWhen a Request for Information (RFI) is pending an applicant response or pending a RFI evaluation by the relevant authority, the Record Decision button is not available with a message prompting action on the outstanding RFI items before a decision can be made.

Power BI Council Area Report – New Consents DashboardCreation of a new ‘Consents’ Dashboard specific to the Council Area.

Power BI Council Area Report - Enhancements

The following enhancements have been made to the Council Area Report:

  • SPC filter added to Authority Type Hierarchy.
  • All relevant Allocated Assessors now show for the Relevant Authority (as default).
  • A definition for ‘decided’ on the application Metrics (Applications Dashboard) has been added.
  • The third ‘export option’ (disused) has been removed.

Development Cost at the Consent Level (underlying data) has been added.

  • Council Area Reports (Information in these report(s) relate to the Council Area regardless as to which Relevant Authority assessed the consent)

Features
Variation Request - Staged Building Consents Now available within the Submit an Application Variation Request page, is the ability to request a variation on a specific Building Consent - Stage.
Review Variation Request - Character Limit When reviewing a Variation Request, the relevant authority will now see a warning message if they exceed the character limit for the 'Description' and 'Details' fields. The character limit and the current number of characters will also be displayed.
Section 7 Data Extract Report – Date Created The Section 7 Data Extract report now includes a new field to show the date the extract was created.
Upload mandatory documents When an applicant responds to a request to provide mandatory documentation, they can no longer confirm and submit their response if they have not uploaded any documents.
Reason for Refusal - Character limit When a relevant authority issues a decision for a refusal, the character limit for the "Reasons for Refusal' field has been increased from 5000 characters to 10000 characters.

New fee - Review of Assessment Manager Decision

A new Review of Assessment Manager Decision invoice fee is now available.

This fee can be charged by the Council on a Consent while the assessment is in progress via ‘Determine Additional Fees’ or after a decision via ‘Determine Additional Fees Post Decision’.

Fees – Extension of Consent When processing a request for an Operative Period Extension of Consent, users can now select either ‘Other’ (ie: Deemed to Satisfy, Performance Assessed) or ‘Restricted, Impact, Crown & Essential Infrastructure’.

Previously, the 'Other' selection option was not available.

New DAP Report - Payment Summary Report

The Payment Summary Report is a new report available to Volume Applicant Organisations and Private Certifiers.

This report provides a summary of the payment information and invoice details for the development applications which the organisation has submitted into the PlanSA system, and includes the following fields:

  • Application Id
  • Payment Description
  • Invoice Status
  • Date of Payment
  • Mode of Payment

Users can filter data in the report by invoice status, payment date and mode of payment, and the report can also be exported as an Excel document.

Fixes
Cancel Variation Fee Advice Where a variation is deemed minor and the fee advice is awaiting payment, if the variation fee advice is cancelled the variation will step back to variation assessment.
Heritage Referral Fee For Minister - Heritage Places Act referrals, the 'fee schedule' field has been updated to remove the 'high' fee option, leaving 'standard' as the only available option.
DAP Report - Internal Referral Assigned

Within the Internal Referral Assigned report, the tickbox which previously appeared as "Response: Is Null" has been replaced with a tickbox which reads: "Show referral requests with no response".

When this tickbox is selected, internal referrals which have not been responded to, will also appear on the report.

Application Summary – Accredited Professional level of accreditation An update has been introduced to ensure that when a consent is assigned to an accredited professional, their level of accreditation is displayed alongside their name on the development application Summary Page.
Development Application - Notifications & Inspections tab The Building Notifications tab no longer shows for volume applicant organisation users who can access the Your Organisation menu; visibility of the Notifications & Inspections tab has not been changed.

Event Audit Record - Swimming Pool or Swimming Pool Safety Features or Farm Building or Farm Shed inspections

The following improvements have been made to the Event Audit records created for inspection options 'Swimming Pool or Swimming Pool Safety Features' or 'Farm Building or Farm Shed' which are added or changed during building assessment and development approval:

  • The action Building Notification Submitted, now reads: Council_Building_Work_Inspection
  • The description ‘Building notifications have been submitted’, now reads 'Swimming pool or safety features inspection' or 'Farm building or farm shed inspection'
  • Details now include 'was' and 'now', e.g. Swimming pool or swimming pool safety features inspection was required - now not required for the applicable building work name.
Referral Assessment Clock Status after RFI Decision Resolved issue where in certain scenarios the referral clock did not move from "Paused" to "Active", after a referral RFI was completed.

Council Area Report

The Development Trends Report has been renamed to the Council Area Report.

The following updates to the report have been implemented:

  • A new dashboard has been added including information related to ‘Consents’ within the Council Area
  • A filter has been included providing the option to include or exclude ‘transitional’ applications / consents for analysis
  • Definitions have been updated accordingly.

Archived – Council Numbers

The existing Council Report ‘Numbers’ has been archived, and the information can now be accessed via the abovementioned ‘Council Area Report’.

Inspections - Council The initiated date filter on the Inspections Location page has been updated, to show the correct date ranges.

Compliance with WCAG Success Criteria [WCAG 2.1 Best Practice] 1.4.4 Improvements have been made to the zoom functionality on the PlanSA website, to comply with WCAG Success Criteria [WCAG 2.1 Best Practice] 1.4.4.

This allows users with partial vision and low vision to enlarge the fonts on their browser to make text on the web easier to read, and maximise the browser’s viewpoint focus.

DAP Report – Further Information Requests (RFIs)

The Further Information Requests (RFIs) report now includes an ‘Allocated Assessor’ column.

When an RFI is issued by a relevant authority, the report will show the user allocated to the consent.

When a referral body issues an RFI, the ‘Allocated Assessor’ column in the report will show the user allocated to the referral.

Section 7 Data Extract – Building Indemnity Insurance

Further refinements have been made to the formatting of Section 7 data extracts, in relation to Building Indemnity Insurance information.

  • The heading “Associated Building Indemnity Information” will now show under all Building Consents – except where the consent is shown to be ‘Still Required’.
  • The heading will now also be displayed in the instance that building indemnity insurance is ‘Not yet Provided’ or ‘Not Applicable’.

Workload Management - Allocated Assessor In the instance that multiple consents are allocated to different assessors in close succession, all allocated assessors will receive a notification email.

  • A new page has been added to the Workload Management Report – ‘Assessment Timeframe’ for consents.
  • Regional Assessment Panel (RAP) users can now access information in the report, when the RAP is the relevant authority. · Development Approval Timeframes can now be filtered by Suburb & Element.

DAP Report – Further information requests (RFIs)

The Further Information Requests (RFIs) report enables relevant authorities (including referral bodies) to manage In-Progress, Pending-Review and Expired requests for information.

Consent decision - Request for Information expiry

A decision for an application consent is now allowed for an expired Request for Information (RFI) where no response has been made by the applicant.

External Referral - enable Request for Information

A referral body with multiple referral requests with different response types can now initiate a ‘Request for Information ‘on each request.

External Referral – Request for Information responded email notification The email notification ‘Applicant has Responded to RFI’ is only delivered to the referral body assigned user who initiated the Request for Information.
Request for Information – assessment remains paused when RFI expires When a ‘Request for Information’ expires, the consent assessment clock will remain paused.

Request for Information - consent and referral body assessment clocks

The referral body's assessment clock will now remain 'active' when the relevant authority initiates a Request for Information.

The relevant authority assessment clock will be 'paused' when there is 'active' Request for Information initiated by a single or multiple referral body. Only when all 'active' referral bodies requests for information are completed (i.e., the RFI response evaluated, performed and confirmed with the required information provided) will the relevant authorities assessment clock become 'active'; unless the relevant authority has their own 'active' Request for Information, in which case  the assessment clock will remain 'paused.

NEW - Section 7 data extract report - Revised Development Application and Conditions format

A revised format for data extracts has been introduced. The following changes have been made:

  • Conditions are now listed under the related Development Application number, nature of development and applicant details.
  • Conditions are ordered by Consent and reflect the order on the Decision Notification Form.
  • Development Authorisations that have been applied for but not granted are identified as “Still Required”.
  • Building Indemnity Insurance details are listed by application.
  • General formatting changes.
NEW - Section 7 data extract report - Application status The section 7 report now shows the application status for each application after the Application ID.
Section 7 data extract report – formatting updates The ‘Associated Building Indemnity Insurance’ now shows under the relevant consent and includes the removal of the Application ID and Consent ID.
DAP Report - internal referral assigned An internal referral added on the same day as the entered 'From' requested date will now show in the filtered list for applications.

DAP Report - active variations

The Allocated Assessor field is 'blank' when the consent being varied was not issued by the relevant authority running the Active Variations report, e.g. accredited professional, State Planning Commission.

The Allocated Assessor field shows 'Unallocated' or the 'Assessor's name' when the consent being varied was issued by the relevant authority running the report.

DALite search results Applications with a consent status of 'Initialised' are now returned in the search results.

DALite - advanced search updates

The following statuses are now available from the 'By Consent Status' advanced search filter:

  • Awaiting Payment
  • On hold (Reg 45 Referral to Commission (Building committee))

DALite - consent allocated assessor The application consent now shows the relevant authority allocated assessor (once allocated). It previously showed the referral body's allocated assessor.
DALite - performance improvements The latest SQL update makes the application detail retrieval more performant. Results are now being returned in less than a second as compared with earlier deployments.

PowerBI Workload Management Report

The Workload Management Report has been optimised and updated. It now includes a new page for Assessment Timeframes, an additional tile on the Consent Pages for ‘total verifications', and an additional tile on the Workload Analysis Page for ‘decisions out of time’ (including drill down).

It also includes branding updates to the Report template in line with move from Attorney-General’s Department (AGD) to Department of Trade and Investment (DTI).

Consent Internal Referrals

Internal referral functionality has been enabled for consents which are in the 'Awaiting Payment' status after verification.

Required Building Notifications at Development Approval - Delete Building Notification Audit Record

An audit event will be created within the Application - Event Audit History, when during development approval a required building notification/s (predefined and ad hoc) which had previously been added during building consent by a council assessor, is deleted.

Building Notification Email Address

Councils can now specify a Building Notification email address within the Organisation Details page. The email address specified will be the email recipient for submitted building notifications, when an assessor is not allocated to a building consent.

Standard Building Notifications - Edit Group Improvements

The following improvements have been made to the Edit Building Notifications Group page:

  • Look and feel changes, the ‘Include Notifications’ and ‘Current Notifications’ sections are now shown side-by-side.
  • Notifications included now show in the Current Notifications.
  • Ability to sort the current notification display order.
  • Ability to remove a current notification and submit.

Required Building Notifications at Building Consent

The following improvements have been made to the Required Building Notifications page:

  • Notifications included from the Predefined Notifications now remain in the table, and the INCLUDE button is disabled. INCLUDE is enabled when the notification is removed as a required building notification.
  • Where notifications are included from the Notifications Group/s, a 'duplicate item' message is shown to indicate notifications within the group already exist within the Required Notifications table. To enable the group, delete the duplicate notifications from the Required Notifications table.

Public Notification - Cancellation

Public Notifications that are pending commencement or in-progress can now be cancelled. Users can create a subsequent round of public notification without having to wait for the existing round to be completed. Cancelled public notifications will be taken off the 'Have your say' page of the website within one hour.

Public Notification - New

A new public notification cannot be scheduled to begin any sooner than the next business day after the scheduled end date of a current Public Notification.

Assessment Report - Edit Online

Once a consent decision has been made, the ‘Assessment Report’ / ‘Panel Assessment Report’ documents for the consent will no longer be editable online.

Assessment Reports - Technical and Numerical Variations

The ‘Assessment Report’ and the ‘Panel Assessment Report’ will now populate with Technical and Numerical Variations (TNV) related to the location, under the zones and overlays information.

Consent Reassignment

When reassigning a Planning and Land Division Consent from a council to the State Planning Commission, the consent will now be reassigned as one consent (as it is originally) and not split into two - Planning Consent and Land Division Consent.

Reusable Building Notifications - Delete reusable notification

A blank record which was showing in a notification group/s when a reusable notification was removed, has been resolved.

Consent File Note and Assessing Officer Notes The relevant authority for a consent can now generate a file note document during all consent statuses, this includes ‘Awaiting Verification’, ‘In Verification’ and post consent decision.

The relevant authority assigned to a consent can also record internal assessing officer notes in the consent summary view.

Building Notifications - Standardised individual and group building notifications

Please note: This functionality is now available from Tuesday 4 October 2022.

The Your Organisation menu has a new option called 'Saved Building Notifications', offering the ability to create individual and groups of 'standard' building notifications (currently only available to councils and councils within a Regional Assessment Panel).

The Required Notifications page for a building consent and development approval now includes the option to add predefined building notifications and predefined building notification groups (currently only available to councils and councils within a Regional Assessment Panel).

A building notification added with the ‘+ Add New Notification’ button can now be edited or deleted during development approval, when the precursor building consent was granted by an accredited professional relevant authority. This excludes editing the 'description' of predefined building notifications; changes to the description must be made from the Saved Building Notifications by an Organisation Administrator.

PDF Code Policy Document - Email The function to send PDF document extracts from the Planning and Design Code page in the portal has been updated, to ensure emails are received by users.

DALite Advanced Search Options Additional options have been added to the 'Consent Status' Filter within the DALite Advanced Search.

Users can now filter by the following consent status': Withdrawn, Refused, Cancelled, Initialised, On Hold, On Hold (Applicant request), Inconsistent, and Pending resolution of reserved matters.

DALite Search FunctionalityUpdate to ensure that all applicable Development Applications are returning when searched in DALite, and search results are not duplicated.

Clock Duration - calendar days The calculation for clock duration (calendar days) includes the expiry date in the count of calendar days.
Section 7 Data Service – Associated DA information A section 7 data extract search of a location that is both a child location on application(s) and the development location, now shows the associated development application building indemnity insurance and granted consents conditions.
Consent Internal Referrals The internal referral function has been enabled for consents which are 'Awaiting Verification' and 'In Verification'.
DAP Report - ESP A new ‘ESP’ DAP Report is available for councils, to show all development applications with an ESP, and includes a filter to show where Form 3 annual returns are required.

Building Consent - Relevant Authority Reasons

The following relevant authority reasons have been disabled, as building consent is issued by the Council or Accredited Professional as per s99 of the PDI Act.

For Councils and Regional Assessment Panels the following reasons have been disabled and ‘Council - Section 98’ remains as the default relevant authority reason:

  • Assessment Manager - Section 96
  • Referred to Council - Section 99.

For Accredited Professionals:

  • Referred to Accredited Professional - Section 99.

Land Division Certificates - Stages Stage numbers have been added to the Land division Certificate page title, a ‘stage’ column has been included in the land division certificate tables, and a ‘stage’ field has been added to the Land Division Clearance Requirements form.
Internal Referral Assigned Report Update to allow users to successfully select 'Economic Development' and 'Engineering' as filter options in the Internal Referral Type drop down list, within the Internal Referral Assigned Report.

The 'reason' for being the appropriate relevant authority is now refined to show reasons only applicable to the relevant authority assessing the consent. This includes:

  • Planning consent reason Relevant Authority (Accepted Development) label to now read: 'Accepted Development - Section 104’.
  • Removal of reason 'SPC - Other' for all relevant authorities.
  • Removal of the following planning consent reasons; 'SPC - Section 110 - Restricted', SPC
  • Section 94 - Schedule 7, and 'Minister - Section 95 - Impact' for all relevant authorities.
  • Removal of planning and building consent reason 'Accredited Professional - Section 97' for councils and RAPs.
  • Removal of building consent reason 'Assessment Panel - Section 93' for all relevant authorities.

Request Application Withdrawal

The following changes have been made to the Request Application Withdrawal page:

  • Field Notes to Relevant Authority is now mandatory, the character limit has been changed to 100 from 500.
  • Field Document Upload updated to read as Document Upload (Optional)
  • The ‘reason for withdrawal’ is now included in the email notification to the applicant, relevant authority and referral bodies.
  • An event record is now created for the withdrawal submission and decision.

Determine Additional Fees – Compliance

The following updates have been to the Compliance fees descriptions:

  • Class 1 Building (previously read: Class 1)
  • Class 10 >$10,000 except for swimming pools (previously read: Class 10 > $10,000)
  • Classes 2-9 Buildings (previously read: Classes 2-9)
Determine Additional Fees – Compliance Restored the ability to add multiple 'Class 1' (now Class 1 Building) compliance fee within the Determine Additional Fees screen.

Building Fee Calculation

New functionality now enables the building assessment – class fees to be calculated on development cost per planning element and build classification rather than the Total Development Cost.

Includes new functions:

  • Applicants can now enter an estimated development cost per planning element in the ‘What do you want to do?’ page in the Development Application section.
  • The ‘Nature of Development’ page is now called the ‘Nature and Cost of Development’.
  • A new Development Cost breakdown table has been added within the Nature and Cost of Development page, during Planning and Building Verification - for the council relevant authority.
  • A new editable field ‘Total Development Cost’ has been added within the Nature and Cost of Development page, during Planning and Building Verification – for both councils and accredited professional relevant authorities.
  • A new Development Cost section has been added within the Fees page for all consents and development approval, and shows either the 'Development Cost' breakdown table or the 'Total Development Cost' field – determined by the assessing or development approval relevant authority.

Organisation Message

The organisation message functionality now allows councils to communicate key messages that may prompt an application’s contact to visit the council office and/or co-located community facilities.

It includes two additional fields within the Organisation Details page:

  • Organisation Message a 200 character field to enter a message
  • Message Reference Link field to enter a web-link.

When set-up, the message will populate within pre-defined types of communication including emails, fee advice and tax invoices, and public notification letters.

Mandatory Building Notifications – Update building contact details

New look and feel for the Submit Mandatory Building Notifications screen, which includes the ability to:

  • indicate who is submitting the notification; i.e., licensed building work contract or Building Owner
  • select the Licensed building work contract/Building owner from the application contacts list
  • add a new Licensed building work contract/Building owner and contact created and available from the application contacts list
  • reflect the contact details of whoever is providing the notification; e.g. Licensed building work will show the 'Builder's Name' or a Building Owner will show the 'Building Owner's Name'

The building notification 'Date of Activity' now shows in the Inspections Details screen.

Building Consent - Required Notifications Statement of Compliance

  • Removal of the default notification ‘Statement of compliance and other documents required to be provided at the completion of building work’.
  • Added the Removed default notifications the ‘Statement of compliance and other documents required to be provided at the completion of building work’ notification.
  • Hidden the 'List below any additional certificates ...' comments box.

Building Consent – update to the ESP Form 3

The Essential Safety Provision (ESP) Form 3 has been updated to include the following direction statement:

This form is an approved form for the purposes of regulations 94(11) of the Planning, Development and Infrastructure (General) Regulations 2017.

For the purposes of the annual Form 3, its return is due within 60 business days after the end of the 2021 calendar year.

The Form 3 certificate in Schedule 16 of the repealed Development Regulations 2008 is also an approved form for the purposes of regulation 94(11) of the Planning, Development and Infrastructure (General) Regulations 2017.

For the avoidance of doubt, the Form 3 certificate in Schedule 16 of the repealed Development Regulations 2008 will not be an approved form for the purposes of regulation 94(11) of the Planning, Development and Infrastructure (General) Regulations 2017 for any annual Form 3 return due more than 60 business days after the end of the 2021 calendar year.”

Building Consent – staged relevant authority When a new or different relevant authority is assigned to provide stage 1 – building consent during the verification process – they become the relevant authority for all subsequent stages of building consent.
Building Consent – building notification statement of compliance

The building notification 'Statement of Compliance’ and other documents required at the completion of building work notification has been removed as a default notification for Class 10A building work/works.

Should you need/require to include or add the notification, it is still available in the ‘Removed default notifications’ list.

Certificate of Occupancy Application for a Certificate of Occupancy for a Class 1A building work can now be made with a 'statement of compliance' building notification activity date prior to 16 December 2021.

Public Notification maximum file size

A maximum file size of 50MB per document applies when uploading public inspection documents when initiating a public notification (in step 1).

The maximum file size advice (‘Maximum file size 50MB per document’) is indicated in the ‘Information’ and ‘Upload’ sections within Public Notification.

Public inspection documents exceeding the file size limit will be highlighted with a message showing the file size has been exceeded.

Location additional informationThe ‘Additional Location Information’ field has a character limit of 100 characters. If exceeded, the ‘Submit’ button is now disabled until the character limit is resolved.
Location on council land and on / over waterThe State Planning Commission now aligns with the linked Local Government Area when multiple Local Government Areas (Council/Authority) are shown for the suburb selected.
