About this document
This Ministerial Building Standard (MBS 011) sets out provisions to ensure development, building work and certain activities located in the Tunnel Protection Overlay areas are assessed to ensure the integrity and operation of underground tunnel corridors and associated infrastructure is maintained.
Development which exceeds the permissible design threshold outlined in the standard (for intrusion into the area around the tunnel, or result in excessive loading changes), require a building consent to ensure works undertaken do not detrimentally affect the operation and integrity of underground tunnel corridors and associated infrastructure.
Application of the MBS 011 is linked to relevant areas identified in the Planning and Design Code, as set out in the Standard.
The requirements of this Standard are additional to those required by the Building Code and do not override any of the Building Code provisions.
Ministerial Building Standards form part of the Building Rules which are used to assess a development application for building consent. All standards must be read in conjunction with the requirements of the Planning, Development and Infrastructure Act 2016 and the Planning, Development and Infrastructure (General) Regulations 2017.
