Ways to lodge

After you have prepared your application, you need to lodge it with the relevant authority to begin the assessment process.

There are different ways you can lodge your application, online and offline.

Use PlanSA's lodgement wizard to find out where to lodge your application.

Lodgement methods

The ways you can lodge your application depend on where it is proposed and when you lodge.

Urban areas are included in "Phase Three" of the planning reform implementation. These parts of South Australia will transition to the new planning system in late 2020.

List of Phase Three areas (PDF, 446 KB)

In urban areas, applications are lodged under the Development Act 1993.

Lodge with a local council

Most development applications should be lodged with the local council for the area where the development is located.

Applications can be lodged in hard copy at the front counter or emailed. Contact your council for advice on the best lodgement method.

Lodge with the State Planning Commission

Rural areas are included in "Phase Two" of the planning reform implementation. These parts of South Australia transitioned to the new planning system on 31 July 2020.

In rural areas, applications are lodged under the new Planning, Development and Infrastructure Act 2016.

Lodge online

Applications in rural areas can now be lodged online through PlanSA's lodgement form.

You’ll need to register for an account before you can lodge an application online.

Lodge with a local council

Applications can be lodged with the local council for the area where the development is located.

If you lodge in hard copy to the front counter, councils are entitled to charge an additional processing fee to scan and upload your application into the new ePlanning system.

Outback areas are included in "Phase One" of the planning reform implementation. These areas transitioned to the new planning system on 1 July 2019.

Outback areas are parts of South Australia where there is no local council, including coastal waters.

In rural areas, applications are lodged under the new Planning, Development and Infrastructure Act 2016.

Lodge online

Applications in outback areas can now be lodged online through PlanSA's lodgement form.

You’ll need to register for an account before you can lodge an application online.

Lodge with the State Planning Commission

If you are not lodging online, you must lodge your application with the  State Planning Commission.
