Southern Barossa Winery and Tourist Accommodation Project

The proposal

The project seeks to establish a five-star tourist accommodation development with conference, function and spa/wellness facilities, a new (relocated and expanded) winery and cellar door, associated horticulture (vineyards), and ancillary works at Lot 102 Hoffnungsthal Road, Williamstown.

The proponent is Strategic Alliance and Commercial Pty Ltd (Strategic Alliance).

The proposal in detail comprises:

  • tourist accommodation - multi-level hotel building, restaurant, function / conference facilities, wellness/spa, pool and other recreational facilities, outdoor event space and associated carparking

  • winery, cellar door and vineyard - relocation and expansion of an existing winery, including wine production (approximately 500 tonnes from the site), associated primary production operations, cellar door, restaurant, VIP tasting room and function space. Upgrade of existing vineyard.

Primary vehicle access is via Lyndoch Valley Road (a Department of Infrastructure and Transport controlled road) to Hoffnungsthal Road, a local road under the care and control of the Barossa Council.

The proposal has been declared an ‘impact assessed’ development by the Minister for Planning.

Environmental Impact Statement consultation

The EIS was publicly exhibited between 5 November and 17 December 2025. A total of 237 submissions were received.

Referral advice was also received from relevant state agencies and The Barossa Council.

A formal Response Document was then prepared by the proponent.

Assessment and decision

In April 2026, the Chief Executive Officer of the Department for Housing and Urban Development, endorsed an Assessment Report and recommendation to be considered by the Minister for Planning.

On 5 May 2026,  the Minister for Planning approved the development subject to reserved matters and conditions.

Prior to the commencement of construction, the proponent will need to satisfy a range of requirements for each project stage or element, in accordance with the decision.
