PlanSA components

PlanSA's ePlanning platform is made up of different online components:

PlanSA is committed to ensuring its ePlanning system is responsive to the needs of its customers.

To view or to check on the status of a current enhancement project, visit the PlanSA system enhancements.

System updates are made fortnightly. After each update, system enhancements are documented as Release Notes and published on PlanSA.

Requests for system enhancements can be submitted to the PlanSA service desk via PlanSA@sa.gov.au.

DAP

Features

Certificate of Occupancy (CoO) – updates to application view, building consent and apply for CoO

When a Certificate of Occupancy is required for a building/building works, then the Certificate of Occupancy tab and action to Apply for Certificate of Occupancy are available in the development application and Related Actions pages.

If a Certificate of Occupancy (CoO) is not required, then these won’t be available.

For building consents that include a building/building work with a Class 1a classification and are verified before 1 October 2024, the field "Is a Certificate of Occupancy required?" automatically defaults to No. This includes building consents currently under assessment.

Within the application for a Certificate of Occupancy page the information box is updated and now reads:

"A Certificate of Occupancy is not required for a Class 1a building where the application for building consent is lodged and verified before 1 October 2024."

Decision Notification (DNF) – updates to Building Occupation/Completion section

The Decision Notification Form (DNF) has been amended as per the Gazette notice on 7 December 2023.

A note has been amended within the Building Occupation/Completion section related to Certificate of Occupancy requirements for Class 1a buildings to read:

"A Certificate of Occupancy is not required for a Class 10 building or for a Class 1a building where the application for building consent is lodged and verified within the SA planning portal before 1 October 2024. In the meantime, a person must not occupy a Class 1a building for which a Certificate of Occupancy is not required unless it meets the minimum standards for occupancy under regulation 103H(2)."

Power BI Report –Development Approval Statistics

A new Development Approval Statistics page within the Workload Management Report details dwelling and building statistics entered for Development Approvals. The report provides details such as development cost, number of created dwellings, building staging and variation to applications, providing a holistic overview of the application to assist with data reconciliation.

Power BI Daily Till Report

The Daily Till Report now includes a subtotal column and a GST column.

Power BI Report - Workload Management Enhancement

The workload analysis public notification underlying data has been enhanced to include the public notification reason and identify applications with multiple public notifications (for example commenced and subsequently cancelled).

Referral Body Refund Report

The Referral Body Refunds report has been built for Referral bodies to access.

Expired Request for Information (RFI) Requests

When a new assessor is assigned to a Consent with an expired RFI, this task is now reassigned and appears on the assessor's dashboard.

ESP Report Updates

The ESP report no longer shows applications with the following statuses: Cancelled, Withdrawn, Refused.

Internal referral updates

An additional filter 'referral status' is now available in the Internal Referrals tab, enabling the ability to filter requests by distributed, responded or recalled.

Other improvements include, showing the 'response date' and relocation of the 'applicant' to the more information (+) preview.

Development Application Register - Location map

The public development application register now includes a map of the application location and a link to the South Australian Property and Planning Atlas (SAPPA) within the property details.

Crown and Essential Infrastructure Development Applications

Government agencies and prescribed entities can now submit new Crown and Essential Infrastructure applications within the Development Application Processing (DAP) system. Applications can be submitted from the DAP organisation account of organisations who have nominated that they are a “Crown Applicant”.

Any referrals for Crown and Essential Infrastructure applications will be undertaken within the DAP and will appear in the 'For Your Action' dashboard for referral bodies.

Please note: Applications that are currently under assessment will still be processed within the existing systems that they were originally lodged. Requests to vary previously approved Crown and Essential Infrastructure applications should be sent by email to spcapplications@sa.gov.au

Submission of Crown and Essential Infrastructure Applications in the DAP

Organisation admin users are now able to edit their organisation account, to enable the submission of Crown or Essential Infrastructure applications. A new checkbox called "Crown Applicant" is available within the organisation page.

Accepted and Exempt Assessment Pathways - Generate and Upload an Edited Document

When an application is assessed as an 'Accepted' or 'Exempt' development, the relevant authority can now generate a letter and modify the contents prior to issuing the decision. This letter will also be attached to the system generated email to notify the applicant and primary contact of the outcome.

Assessors can now issue a fee advice through the 'Related Actions' tab for Urban Tree Canopy Offset Fees and Urban Tree Fund Fee post consent decision and development approval.

Mandatory Referral to Building Technical Panel - Private Bushfire Shelter

Following the verification of building consent for applications containing building works which include a Private Bushfire Shelter and are assigned a building classification of 10C, a mandatory referral to the Building Technical Panel will be distributed.

When registering for a new organisation account for the Development Application Processing (DAP) system from the PlanSA website, users are now asked if their organisation needs to submit applications for Crown and Essential Infrastructure developments.

Section 7 Data Extract – Building Indemnity Insurance

The data extract has been updated to include the following information relating to associated building indemnity insurance:

  • name(s) of person(s) insured
  • limitations on the liability of insurer (if any)
  • name of builder
  • builder's licence number
  • any exemptions that exist from holding insurance (if any).

For previous applications, where these fields were not available for this information to be recorded in Development Application Processing (DAP) system, the data extract will populate "Council input required". Building indemnity insurance information can either be updated in the DAP or updated manually in the extract.

Building Indemnity Insurance

The following additional fields related to building indemnity insurance have been included and are mandatory to be completed:

  • name(s) of person(s) insured
  • limitations on the liability of insurer (if any)
  • name of builder
  • builder's licence number
  • any exemptions that exist from holding insurance (if any).

These fields are available and can be updated from the Building Consent (Assessment Information and Insurance tab), Development Approval and during notification stages. Updates to the insurance details will be recorded in the audit history of the application.

Land Division Inconsistency – Notify relevant authority, allocated assessor and primary contact

A Land Division Certificate marked inconsistent by State Planning Commission (SPC) Planning Services now sends an email "Consistency check required for land division certificate" to the allocated assessor for Land Division, relevant authority for planning consent and the primary contact.

Land Division Certificate – Clearance Requirement Task

The "Satisfy Clearance Requirement" task created by State Planning Commission (SPC) Planning Services adding a clearance requirement to a Land Division Certificate will now be assigned to the assessor of the consent. When the allocated assessor for the consent is updated, the details of who allocated the "Satisfy Clearance Requirement" will reflect the updated information in the For Your Action dashboard.

Rectification notification who submitting

Submission of a rectification notification now prompts to add a licensed building work contractor contact.

Preview and record an inspection outcome

The Inspection Date and Time (regardless of the inspection category), Construction Commencement Date and Construction Completion Date (Adhoc inspections) now shows in the Inspection Details preview (read only) page.

The notification date now shows when recording an inspection outcome.

Submission – Public notification view signage requirements

The "View signage requirements" hyperlink now directs users to the Practice Direction 3 page on the PlanSA portal.

Organisation and Users – Allowed 1800 or 1300 phone numbers

The contact number for an organisation and user(s) now accepts 1800 or 1300 phone numbers.

Building Consent – Reset to verification

When fees are outstanding (i.e. payment required) a warning message now shows advising “Invoices pending payment must be cancelled before you can submit”; until resolved reset building consent is disabled.

Submitting the reset to verification now creates a ”referral deleted” event record for initiated (i.e. not distributed) external referral(s).

An external referral body (distributed referral) is copied into the “Reset building consent back to verification” email sent to the application’s primary contact.

New Decision validation to check building/building works “Is certificate of Occupancy required” or “Is minor development” (class 1A), to prompt completion when empty following the building consent reset to verification.

DALite Search Results – Assessment status

The “Assessment Status” section of an expanded search result in DALite has been updated, and the order of Consents and Development Approvals now matches the order in DAP. Where building consent stages are assessed simultaneously, these consent stages will now be grouped together.

Relevant Authority Names

Minor amendments have been made to relevant authority names, to ensure the relevant authority name in DALite matches the name in DAP. For consents assessed by a council, the relevant authority name now specifies whether the consent is with the assessment manager or assessment panel.

Public development application register – filter by elements

The ‘Element’ filter available in the Advance Search and Edit your search page has been updated to either filter by 'all' elements or a specific elements (demolition, land division, telecommunications facility, tourist accommodation, or tree-damaging activity), not both.

Public Development Application Register

The following updates have been made to the public development application register, on the PlanSA portal:

  • Where the location of a development application is within multiple council areas, all council areas will be listed in the ‘Property details – Council area’ section. Previously, only one of the council areas were displayed.
  • The ‘decision authority’ field has been refined, to show whether a decision has been made by an ‘Assessment Manager’ or ‘Assessment Panel’ at a Council.
  • For transitional applications where planning consent was granted outside of the PlanSA system, the transitional planning consent decision authority is now displayed in the register.

Landscape Board Referrals

The existing referral body 'Relevant authority under the Landscape South Australia Act 2019' has been replaced with the nine individual landscape boards across South Australia. Relevant authorities can now refer applications directly to the relevant landscape boards through the DAP. New referral bodies created:

  • Alinytjara Wilurara
  • Northern and Yorke
  • Limestone Coast
  • Green Adelaide
  • Murraylands and Riverland
  • Eyre Peninsula
  • South Australian Arid Lands
  • Kangaroo Island
  • Hills and Fleurieu.

Any referrals that are in-progress or have had responses provided, will be transferred across to the dashboard of the relevant landscape board.

Workload Management Report - Consent Pages - Active Assessment

The Consent page of the Workload Management Report has been updated to ensure the underlying data table lists all application rows, for the selection: “Active RFI (no response)”.

Development Application Map – Public Register

A new map viewer allows the public to view development applications lodged within a council area, on an interactive map.

The map viewer shows the status of development applications (including Crown and Impact Assessed developments) at an application level. It also includes links to the Public Development Application register on the PlanSA portal, where users can view the publicly available details of the applications.

Apply for Extension to Operative Period - Applicants

An applicant can now initiate a request to extend the operative period of a consent or approval, through the Related Actions page of a development application.

Previously, a Relevant Authority needed to raise the request on the applicant’s behalf.

Rectification Notification – ‘Not Inspected’ Outcome

When a rectification notification is completed with an outcome of “not inspected”, the "To be Inspected” field of the associated building work notification will no longer change.

Previously, a rectification outcome of ‘not inspected’ would cause the "To be Inspected” field of the associated building work notification to change from “Yes” to “No”.

Rectification Notification – No Inspection

When the rectification notification “Inspection Required?” field is marked as 'No', a 'not inspected' inspection record is no longer created.

Additional RFI - Referral Bodies

When an additional Request for Further Information (RFI) is initiated by a Referral Body, Applicant agreement is no longer prompted.

Applicant agreement is still required and prompted when an additional RFI is initiated by a Relevant Authority.

'For Your Action' Dashboard - Allocated Tasks

Where a task is allocated to a user, hovering over the “Who” column on the dashboard will now show the allocated user.

The task is also visible to the correct allocated user on their “For Your Action” dashboard.

Airport Referral – Fee Description

To assist with fee reconciliation, the Airport Referral Fee descriptions have been updated to include the name of the relevant Airport Referral Body.

Manage Subscriptions

Users can renew their subscriptions to the code amendment and development application register, even if their current subscription has not yet expired.

When a search on the public Development Application Register has been filtered according to specific “elements”, the results in the downloadable CSV file will now have the same “element” filter applied.

Tunnel Protection Code Amendment - Elements Update

Following the release of the Tunnels Protection Code Amendment, the following elements are now available for selection during submission and verification:

  • Filling of Land
  • Ground Intruding Activity
  • Storage of Material and Equipment
  • Temporary Stockpiling

Assessment Reports - Planning and Design Code Version

The version of the Planning and Design Code in effect at the commencement of assessment of Planning/Land Division Consent, will now populate in both Assessment Reports.

Building Notification - Additional Documents Notification

Whenever an additional document is uploaded to a building work where building notifications have already been submitted, an email notification will be sent to the Building Consent relevant authority and assessing officer.

Event History - Downloaded Zip Files

A record is now added to the development application ‘Event History’, when a user downloads multiple documents in a ZIP file from the documents tab.

User Reactivation - Relevant Authority Organisation

When an organisation administrator from a relevant authority organisation reactivates a user, a notification email is now sent directly to the PlanSA service desk to complete the reactivation process.

Decision Notification Form (DNF) - Issuing AuthorityWhere a Reserved Matter is assessed and determined to be 'met', the Decision Notification Form (DNF) will now accurately reflect that the updated DNF has been issued by the relevant authority for Planning Consent; instead of the authority who last issued a Consent.

Decision Notification Form (DNF) - Statement of Compliance Additional Documentation

The following statement will now appear in Decision Notification Forms (DNFs) under each building work, regardless of whether the Building Certifier or Council (as relevant) requires any addition information to accompany the Statement of Compliance:

"The following certificates, reports or other documents must be provided to the building certifier or council (as relevant) with the completed Statement of Compliance under regulation 57(8)(c)."

Withdrawal of Certificate of Occupancy

When an applicant applies to withdraw a current application for a Certificate of Occupancy (CoO), the wording on the Related Actions page and associated information/ warning boxes has been updated. It is now clearer that the application for the CoO is being withdrawn, to avoid confusion with a request to withdraw the development authorisation.
Land Division Certificate - StatusWhen land division certificates are issued and deposited, the Land Division Certificate status for applicants now shows as 'Certificate[s] finalised' instead of 'Certificate[s] in progress'.
Summary Page - Map ViewerIf more than one land parcel is included in a development application, the Map Viewer on the application Summary page now shows all the selected land parcels.
Building Inspection Notes  - Character Limit ValidationWhen updating the Inspection Details page, the user now sees a warning message if they exceed the character limit in the 'Notes' field. The character limit and the current number of characters is also displayed.
Refusing Consents - Stamped Plans not requiredRelevant Authority users are no longer required to upload a copy of stamped plans, when refusing a Consent.

The 'record decision' button is now available to the assessor, when the only outstanding action is to upload stamped plans in the documents tab.

Record Building Notification Inspection

For council users, the Building Notifications option in the Assessments dashboard now refreshes immediately, to reflect 'yes' or 'no' to inspect a notification.

Re-verification of a Consent and Generation of Code Rules at Assessment Start

When a planning consent is under assessment and the relevant authority edits the category of development, the consent must be verified again. In this situation, the 'Code Rules at Assessment' document will now be regenerated, based on the current version of the Planning and Design Code in effect at completion of verification.

Edit Development Location - Remove Land Parcels

When a development location is edited by the relevant authority, land parcels can now be successfully removed.

Accredited Professionals Portal

Mutual Recognition and Equivalent Schemes Updates

New validations have been added in the Accredited Professional Portal, to:

  • require applicants to upload evidence of interstate accreditation, if they intent to apply under mutual recognition act and currently hold accreditation or registration in another Australian jurisdiction other than South Australia.
  • require applicants to upload qualification details, experience statement and practical experience report, if they added Australian Institute of Business Surveyors as their professional membership granted prior to 1 January 2023.

Workload Management Report – Links to DAP

Development applications (DAs) in the Workload Management Report which were missing a link to the DAP system have been updated, and now link successfully.

Submission - Title or Plan Search for ‘Child’ Locations

When submitting an application, the ‘Title or Plan Search’ can now be used to find location(s) with the title or plan parcel references of a ‘child’ location.

If the location reference (address) and/or location council are not yet available for a ‘child’ location, applicants will be prompted to enter the missing information into Update Locations fields, for ‘Location Reference’ and/or ‘Suburb’.

Displayed location Zones & Overlays will show the zones & overlays of the ‘parent’ or ‘grandparent’ location, when none are found for the child location, and the SAPPA property location image will show ‘No Land Parcels Found’.

Verification – ‘Child’ Locations

The Category of Development link(s) for the ‘Current P&D Code for this element’ will use the valuation number of the ‘parent’ or ‘grandparent’ location, when no codes rules are found for the ‘child’ location.

The following existing behaviours are unchanged:

  • Multiple links of the ‘Current P&D Code for this element’ are included for each location.
  • When an element has no code rules, a message shows advising we are unable to provide code specific to the element, with a link to the Online Planning & Design Code.
  • Generation of the ‘P&D Code Rules – at Verification’ and ‘P&D Code Rules – at Assessment Start’ (on payment of fees).
Generate Data Extract for Section 7 – Child titleNow able to search by a new allotment (child) ‘title’ or ‘plan parcel number’ to generate a Data Extract for Section 7.
Essential Safety Provisions - Relevant Building or Building PartOn the Essential Safety Provisions (ESP) page, the maximum number of characters for the "Relevant building or building part" has increased from 1000 to 4000 characters.

Data Capture for Regulated/Significant Trees and Urban Tree Canopy

New questions and additional fields related to tree-damaging activities and the Urban Tree Canopy overlay were introduced to the DAP system, as part of Release 3.68.

Additional changes have now been made, including the following:

  • Where the applicant has indicated that they will plant trees onsite to comply with the Urban Tree Canopy Overlay policies, the system will no longer prompt users to confirm the reason the application is eligible for the Scheme.
  • During submission, the question regarding whether a tree-damaging activity is occurring onsite will now only appear for locations where the Regulated and Significant Tree overlay applies.

Section 7 Data Extract -Duplicated "Development Description" Content

If there are multiple locations on an application, the "Development Details" section of the data extract will no longer populate with duplicated content.

Snapshot Documents – Duplicated Zones and Overlays

If an application includes multiple locations where the same zone and overlays are applicable, the snapshot documents will not duplicate the Zones and Overlays information.

DAP Report - Active Variations

The Active Variations Report now shows the allocated user for variations at Development Approval.

Verification – Edit Development Location

An error message will no longer appear when users edit and delete all locations during verification.

Water Entities - Amendments to Fee Description

The fee description 'Water Entities' has been amended to clarify that this fee is not required to be charged for referrals to SA Water as a water industry entity for the purpose of issuing land division consent.

Development Application Register – Search Filters

Within the Development Application Public Register, users can now filter their search results by type of development, using the ‘element’ field.

Development Application Register – Subscription Filter

When subscribing to be notified of lodged development applications, users can now select to be notified of applications containing the following development types (Elements):

  • tree-damaging activity
  • demolition
  • telecommunications facility
  • tourist accommodation
  • land division

Updates have been made to the Current Notified Developments Map Viewer summary, ensuring that the counts reflect the number of applications, not the number of land parcels.

Building Inspections Report

The following updates have been made to the Building Inspections Report:

  • The ‘Element’ filter now includes both the ‘Parent’ and the ‘Refined’ element types, allowing greater flexibility in element selection.
  • Each page includes an ‘Application ID’ search box, enabling the population of data for selected application IDs.
  • Calculations for inspection counts for all classes (excluding swimming pools) have been revised, for consistency with Practice Direction 9.
  • Inclusion of an ‘owner/builder’ filter.
  • Report definitions have been updated.

New report pages are available, including:

  • Rectifications.
  • Upcoming Swimming Pool Inspections.
  • Applications where Building Work has commenced, and Statement of Compliance will be required.
  • Applications where building work has commenced, and a Certificate of Occupancy will be required.
  • Lapsed Development Authorisations.

Council Area Report

The following updates have been made to the Council Area Report:

  • The ‘Element’ filter now includes both the Parent and the Refined element types, allowing greater flexibility in element selection.
  • Each page includes an ‘Application ID’ search box, enabling the population of data for selected application IDs.
  • On the Consent Dashboard, users can drill through to the underlying data for all Authority Types on the Consent Metrics.
  • Calculation rules have been updated so that the Application Decision Metrics are consistent on the Applications Dashboard.
  • On the Application and Consent Dashboards, a description of the metrics has been added.
  • Report definitions have been updated.

Workload Management Report

The following updates have been made to the Workload Management Report:

  • The ‘Element’ filter now includes both the Parent and the Refined element types, allowing greater flexibility in element selection.
  • Each page includes an ‘Application ID’ search box, enabling the population of data for selected application IDs.
  • The ‘Active Assessment’ tile now distinguishes between ‘active’ and ‘paused’ assessment status.
  • A column has been included in the Consent Underlying Data for ‘number of paused days’, demonstrating the days that the associated clock was ‘paused’.
  • The Workload Analysis Graph has been updated to show all selections on a single axis.
  • Within the Timeframe Report, users can choose to display either ‘Category of Development (Consent Type)’ or ‘Consent Details’.
  • Median timeframes have been added to the Timeframe Report, with drill-through to the underlying data.
  • The ‘Development Cost’ tile on the Workload Analysis Page has been relabelled, to be more descriptive.
  • Report definitions have been updated.

Fees and Charges 2023-24 Financial Year New fees and charges take effect on 1 July 2023 as published on 18 May 2023 in the Government Gazette Notice.

Miscellaneous Technical Enhancement Code Amendment - Update to Elements

There is a change to the development types available during submission and verification, following the release of the Miscellaneous Technical Enhancement Code Amendment.

The following element has been deactivated:

  • Preschool

The following options are now available for selection:

  • Child Care Facility

Relevant Authorities may be prompted to update selections, to reflect new element types. Please note, this does not affect planning consents that have already been verified and lodged.

Adelaide Aquatic Centre Code Amendment - Update to Elements

There is a change to the development types available during submission and verification, following the release of the Adelaide Aquatic Centre Code Amendment.

The following elements are now available for selection (if applicable for the location):

  • Essential Infrastructure
  • Stormwater infrastructure within the Adelaide Aquatic Centre Sub Zone
  • Temporary buildings and structures within the Adelaide Aquatic Centre Sub Zone
  • Temporary car parking facilities within the Adelaide Aquatic Centre Sub Zone

Urban Tree Canopy Offset Scheme

The existing Urban Tree Canopy Offset fee has been replaced by individual fees to reflect the required contributions into the Urban tree Canopy Offset Scheme by size (small, medium and large).

Reset Building Consent to Verification

A new Reset Consent to Verification action is available within the Related Actions tab of the Building Consent. This allows the relevant authority to amend details only available during verification i.e. staging or reassigning the consent to another authority if it is already under assessment.

Notification of the action will be sent to the applicant and recorded in the audit history.

Airport Referral Fees

Assessors now have the ability to charge the Airport Referral fee through the DAP system when referring an application to an airport operator company. Please Note: Adelaide and Parafield Airport have elected to waive any referral fees associated with a mandatory referral to their agencies.

Improved Data Capture for Regulated/Significant Trees and Urban Tree Canopy

A number of questions and fields related to tree-damaging activities and the Urban Tree Canopy Off Set Scheme have been updated within the submission, verification and assessment process, including:

  • Within submission the following changes have been made:
    • Applicants will now be asked if damage or removal of a Regulated/Significant tree will occur regardless of what element is selected.
    • For new housing applications within the Urban Tree Canopy Overlay, applicants will now be prompted to indicate whether they are likely to plant or pay into the fund; and
    • Submission summary and snapshot will display the tree related questions and answers.
  • Within Verification, assessors have the ability to:
    • provide a distinct count of tree sizes being planted in accordance with the scheme; and
    • nominate the numbers of trees being replanted/compensated through payment into the urban tree fund in circumstances where regulated/significant trees are being removed.
  • Distinct counts of trees to be shown in the determine additional fees page if payment into the fund is selected.
  • Introduction of a new Planning Info tab in the Planning and Planning and Land Division Consents to allow Relevant Authorities to update data related to trees; and
  • Updated Urban Tree Canopy Offset Scheme questions within the Development Approval decision page.
Fixes
Land Division Certificate Page Documents within the Land Division Certificate Page now appear in order of the date they were uploaded.

Application for Renewal - Receipt Attachment

When an Accredited Professional renews their accreditation and pays the associated fee, a copy of their receipt is now attached to the confirmation email.

Reapplication for an Accreditation – Expiry  within the last 12 months This new application provides a streamlined process for an Accredited Professional to reapply for an accreditation that has expired within the last 12 months.

PDI (General) Regulation Amendments - Request for Information (RFI)

The system has been updated to reflect amendments to Regulation 34(1), preventing an RFI from extending beyond one year.

PDI (General) Regulation Amendments - Amended Applications

The relevant authority can now reset the assessment clock to include/exclude public notification and referral time, reflecting the amendments to Regulation 35(1).

When the assessment clock is reset, an email is sent to the applicant, primary contact and referral bodies notifying the reason for the reset.

PDI (General) Regulation Amendments - Airport Referrals

The prescribed time for referrals to airport operator companies has been increased from 20 to 30 business days. The additional referral timeframe is applied to all applications lodged following the release of the amended regulations.

PDI (General) Regulation Amendments - Water Entities

A new internal referral and fee type for 'Water Entities' has been created and is now available for selection. This reflects amendments to Regulation 79(1), identifying all water industries licenced under the Water Industry Act 2012 as water industry entities for the purpose of issuing land division consent.

This new application option provides a streamlined process for an Accredited Professional to reapply for an accreditation that has expired within the last 12 months.

Amend Accredited Professional Registration End Date at Renewal

The expiry date of accreditations under the Planning, Development and Infrastructure (Accredited Professionals) Regulations 2019 can be amended on renewal and brought forward, to align with accreditations issued by other professional associations, insurance or CPD training.

Extension of Time to Lodge Renewal Application

Accredited Professionals can request an extension of time (of 3 months) to lodge their renewal application, in extenuating circumstances. Noting this does not change the anniversary date of the accreditation for future renewal applications.

Small editorial changes have been made to the online ESPs - ‘NCC 2019 edition 9.08 (d)’, to accurately reflect the wording in the Ministerial Building Standard (MBS) 002.  The update is reflected in existing building consents, both ‘under assessment’ and ‘granted’.

Essential Safety Provisions (ESPs) - National Construction Code (NCC) 2022

Effective 1 May 2023, online ESPs will reflect the NCC 2022 updates, for new applications and building consents ‘awaiting verification’ or ‘in verification’.

The Building Consent – Assessment Date will be used to determine which ESP Schedule Options to use (NCC version 2019 or 2022) in the DAP:

  • For building consents/building consent stages already under assessment, the NCC 2019 ESP Schedule Options will continue to apply.
  • For all new applications and building consent/building consent stages which are ‘initiated’, ‘awaiting verification’, ‘in verification’ or ‘awaiting payment’, the NCC 2022 ESP Schedule Options will apply.

Sharing Access - Email with Code

The Sharing Access page now includes the ability for the access code to be sent by email.

Users with access to the application can enter an email address, and the recipient will receive an email with the DA number and access code, as well as instructions.

Referral Response - 'Reason' field

A new 'reason' field has been added to the referral response option "No comment to make".

This allows the referral body to provide reasons as to why they do not want to provide comments on the application.

A new referral response option 'Do not support' has been added to the referral type 'Advice', in lieu of the 'Direct Refusal' option.

This allows the referral body to inform the relevant authority that they do not support the application, and provide reason(s).

Certificate of Occupancy - System Generated Email

When a decision is required for a Certificate of Occupancy (CoO), the system generated email will now be sent to both the organisation email address of the CoO issuer, and the allocated assessor of the Building Consent relevant authority (if available).

However, if the CoO issuer is different to the relevant authority for Building Consent, the email will continue to only be sent to the organisation email address of the CoO issuer.

RFI Reminder Email - Completed RFIs and Consents

System generated reminder emails for Requests for Further Information (RFIs) will no longer be sent to applicants, in the instance that a decision has already been made on the RFI or consent.

Expired RFI - Issue decision Relevant authority users will no longer be blocked from issuing a decision on a consent, in the instance that there is an expired Request for Further Information (RFI).
RAP - Planning and Land Division Consents Where a combined Planning and Land Division Consent is submitted in a Council that is a member of a Regional Assessment Panel (RAP), it will remain as one combined consent. It will no longer be automatically split into separate consents for Planning Consent and Land Division Consent.
Batch Payments - Volume Applicant Outstanding fee advices will now be visible in the Batch Payment page for volume applicants, for the scenario where an applicant is the ‘submitter’ but not the ‘owner’ of an application.
Withdrawn / Cancelled Applications When an application is withdrawn or cancelled, all the active tasks will be closed except for endorsement refund tasks.
Relevant Authority Dashboards - Inspections Once an inspection outcome has been recorded, the "Record Inspection Outcome” task will no longer remain on the “For your action” dashboard.

New - Building Inspections and Compliance Report

A new Building Inspections and Compliance Report has been created, to assist councils with the tracking and monitoring of inspections and building notifications, as well as compliance with Practice Directions 8 and 9. There are multiple pages within the report, including:

  • Inspections Compliance page: Provides a visual representation of the total number of completed inspections compared to the total number of building works approved, commenced and completed (Class 1, Class 2-9, Farm Buildings and Swimming Pools). Multiple filters are available, including date range, building class group, zones and overlays, and the name of the inspector. Underlying building works data is also available on this page, including Application IDs, dates, and building work details.
  • Inspections Analysis page: Displays inspections data including inspection totals, pending inspections and in-progress inspections, with a number of filters available.
  • Statement of Compliance page: Shows detailed Statement of Compliance (SoC) data for applications where a SoC has been uploaded. There is also the ability to filter the data, including by date range and building classification.

In the underlying data sections of the report, there are hyperlinks next to the Applications IDs, to open the applications in DAP.

A ‘report definitions’ page provides definitions and calculation rules for the report.

Council Areas Report

The following updates have been made to the Council Areas Report:

  • New 'Contact Details' page added, showing Applicant & Owner details.
  • Within the Consents Dashboard, a new feature shows the breakdown of consents according to the Authority Type (Accredited Professional, Council and SPC).

Building Notification - Completion of Building Work and Statement of Compliance
The following updates have been made to Building Notifications:
  • Removal of "Completion of Statement of Compliance and other documents required to be provided at the completion of building work" as a default building notification.
  • The Statement of Compliance (SoC) has been combined into the “Completion of Building Work” notification.
  • An information message added during submission of “Completion of Building Work”, to notify whether a SoC and/or additional documents are required.
  • Relevant Authorities will now be able to associate a SoC to a building work, when a SoC is uploaded in the documents tab.
  • Documents can now be added to a building work before and after building notifications are submitted.
  • An email will be sent to the relevant council/ building certifier, if an additional document is added after the building notification is submitted.
  • An audit log is recorded in the event history, when a relevant authority / council uploads a SoC document, to relate it to a building work.
  • When a SoC is added to a building work, the assessment info is updated to reflect that the SoC has been added.

A new “Notification Description” filter option has been added to the Building Notifications Report in DAP. Multiple notifications can be selected simultaneously within the filter.

When a Certificate of Occupancy (CoO) is applied for, the system generated email will now be sent to both the organisation email address of the CoO issuer, and the allocated assessor of the Building Consent relevant authority (if available).

Response to Request for Further Information (RFI) – Upload Documents When an applicant responds to a request to provide further information (RFI), they can no longer confirm and submit their response if they have not uploaded any documents.
Building Notification Response - System Generated Email When a building notification is received, the system generated email will now contain the contact details of the authority responsible for undertaking the inspections, rather than automatically populating with the details of the relevant authority for Building Consent.
Section 7 Data Extract - Conditions Development applications submitted with transitional consents, which have no ongoing conditions for Building Consent, will now appear on the Section 7 data extract, along with any associated Building Indemnity Insurance details.
Section 7 Data Extract – Building Indemnity Insurance The associated Building Indemnity Insurance information within the Section 7 data extract now also includes a description of the Building Work that the insurance relates to.

Reserved Matters - Event Audit Record

Where the Development Approval is put 'On Hold' by the system due to an unresolved reserved matter; the event history entry has been updated.

The event history entry now correctly reflects that the hold was placed by the system, instead of showing that it was placed by the Relevant Authority user who last granted a Consent.

CAP/RAP Availability Status

Applicants applying for or renewing their Planning Level 2 accreditation will now be asked if they wish to have their availability for CAP/RAPs made publicly available on the online register, along with their email address.

The online Accredited Professionals Register will then display if an accredited professional holding Planning Level 2 accreditation is available to be contacted for CAP/RAPs.

AIBS Reinstatement as a Recognised Equivalent Scheme

The Australian Institute of Building Surveyors National Accreditation Scheme (AIBS) will once again be recognised as an equivalent scheme for the purposes of obtaining accreditation under the Accredited Professionals Scheme (APS).
